County Superintendent of Schools

 

The County Superintendent of Schools, as an elected officer of the people and working in cooperation with the County Board of Education, assumes the administration and leadership responsibilities for the county office of education.  It is the County Superintendent’s responsibility to provide a staff to carry out legislative mandates for educational services to the school districts, and to provide interpretation, enforcement, and implementation of the laws enacted by the legislature and the regulations of the State Board of Education and the Superintendent of Public Instruction.

 

The powers of the County Superintendent of Schools are both initiative and executive.  The County Superintendent of Schools shall act both as a professional advisor to the Board in the formulation of policies for the county office of education, and as executive officer for the implementation of policies adopted by the Board.

 

The County Superintendent of Schools, as an elected officer of the state of California, has numerous duties and responsibilities assigned directly to the office by action of the legislature, and it is expected that the County Superintendent of Schools will assume those responsibilities and perform those duties as required.

 

The County Superintendent of Schools serves as an elected state officer whose responsibility it is to administer numerous “Arm of the State” duties required by law.

 

The County Board of Education has, through its approval powers, final responsibility for plans and policies in many aspects of the county school program.  After this body adopts policies and programs relating to the office of the County Superintendent of Schools, it becomes the responsibility of the County Superintendent to operate the county school programs in a manner consistent with the policies of the County Board of Education.

 

The County Superintendent of Schools is required to:

 

  • Guide the County Board of Education in compliance with the various

Requirements of state law and regulations.

 

  • Keep the County Board of Education and the public informed on the

programs and services under his/her jurisdiction, and make such

recommendations for change and improvement as he/she believes are

necessary or desirable for the proper operation of the county office of

education.

 

  • Inform the County Board of Education on educational developments that

have bearing on the policies of the Board.

 

  • Manage the county school programs and services efficiently and effectively.

 

The County Superintendent of Schools shall present the following matters to the County Board of Education for its approval:

 

  • Annual budget of the County Superintendent of Schools.
  • Conditional apportionments or temporary transfers to school districts from

the County School Service Fund.

  • County membership in professional societies, associations, and

organizations.

  • Special courses of study

 

The County Board of Education requests progress reports be presented periodically on all the various program operations of the County Office of Education.
